This Data Policy Statement specifies the policies and procedures governing the release
of data that falls under the authority of the Coalition for Health and Human Services.

DEFINITION OF TERMS:

Raw Data - Individual pieces of data which have not been analyzed.

Analyzed Data - Raw data that has been subjected to some process of statistical analysis.

Restricted Data - Data that is considered confidential and the sharing of which is
restricted by law and/or policy.

Stakeholder - An organization authorized by the Coalition to participate in the process
of collecting and/or analyzing data for the purpose of applying the results toward understanding
and improving the condition of the individuals being studied and/or the community.

Researcher - An individual who uses scientific inquiry to further an understanding of
the individuals or systems who are being studied.

RULES AND REGULATIONS FOR THE RELEASE OF DATA

Access - Stakeholders and researchers shall be given access to raw or analyzed data that
falls under the authority of the Coalition so long as the individual or organization meets the
utilization and dissemination requirements identified below. Any costs associated with the
release of this data will be negotiated between the requesting individual or organization and
the Coalition’s Executive Director. At no time will stakeholders or researchers be given access
to restricted data.

Utilization - Consideration will only be given to requests that appeal to either of the following
uses of the data:

1) To further understand the operation of the requesting organization.

2) To enhance the understanding of individuals being studied for the purpose of improving their
condition and/or the condition of the community.

Dissemination - Dissemination of any data obtained from the Coalition is not permitted. Dissemination
outside of the researcher’s or stakeholder’s organization of any result or output of the data obtained must
be endorsed by the Coalition’s Evaluation Sub-Committee and authorized by the Executive Committee.

PROCEDURES FOR REQUESTING ACCESS TO DATA:

A Data Request Form must be completed and submitted to the Coalition’s Executive Director.
He/she will review and forward the request on to the Research and Accountability Sub-Committee
along with his/her recommendations. The Sub-Committee will review the request in light of this
policy statement and the Executive Director’s recommendations. The Research and Accountability
Sub-Committee will then forward the request along with its recommendations on to the Coalition’s
Executive Committee that has the final authority to approve or disapprove the request.
